Oversee service delivery and coordination of care activities for caregivers who provide personal care services to eligible Veterans. Establish and maintain education programs for Veterans, caregivers, community agencies, students, and staff. Develop orientation, coaching, in-service training, staff development, and continuing education programs related to the Caregiver Support Program. Develop and implement outreach plans for Veterans and caregivers who may benefit from CSP services but do not currently use VA health care. Support outreach to current PGCSS and PCAFC participants and plan outreach activities such as National Family Caregiver Month events. Maintain a referral resource network that may include peer support mentoring, caregiver skill-building, self-care education, mental health support, legal services, and financial services. Directly supervise Caregiver Support Coordinators, Clinical Assessors, Administrative Support Assistants, and other interprofessional staff assigned to the program. Coordinate program implementation with clinical services across Montana VA locations, including nursing, physical therapy, occupational therapy, speech therapy, mental health, and primary care. Provide clinical interventions to Veterans and caregiver populations served by the program when appropriate. Serve as a subject matter expert to Montana VA leadership and staff for Caregiver Support Program issues. Serve as a consultant to Montana VA professionals and administrators on program-specific activities. Serve as liaison to the VISN Caregiver Support Program and VA Central Office program leadership. Serve as the Montana VA point of contact for inquiries and outreach requests related to eligible PCAFC and PGCSS caregivers. Engage with stakeholders including Veterans, family members, state and community agencies, Veterans Service Organizations, military support programs, Post Deployment Events, Yellow Ribbon events, National Guard units, and Reservist units. Identify unmet needs of caregivers, Veterans, families, and significant others. Collaborate with facility, VISN, and VA Central Office staff to develop and implement program solutions. Participate in national, regional, and VISN operational calls and contribute to national leadership council committees. Support cultural transformation initiatives such as the Elizabeth Dole Foundation Campaign for Inclusive Care and the Rosalynn Carter Institute. Perform administrative and personnel management duties for supervised staff. Provide clinical supervision, consultation, negotiation with other departments, and quality improvement support. Provide briefings and consultation to internal and external stakeholders regarding the special needs of caregivers. Basic Qualifications: Must be a U.S. Citizen. Non-citizens may only be appointed when qualified citizens cannot be recruited in accordance with VA policy. Must be proficient in written and spoken English. Must have a master's degree in social work from a school fully accredited by the Council on Social Work Education. Graduates of schools in candidacy status do not meet the education requirement until the school is fully accredited. A doctoral degree in social work may not be substituted for the required master's degree in social work. Must be licensed or certified by a state to independently practice social work at the master's degree level. Must be subject to background/security investigation. Experience must demonstrate advanced practice skills, judgment, and progressively more professional competency. Applicants may have certification or other post-master's degree training from a nationally recognized professional organization or university with a defined curriculum, internship, or equivalent supervised professional experience. Must be licensed or certified at the advanced practice level. Must be able to provide supervision for licensure. Must demonstrate skill in coordinating and implementing one or more specialty programs across the facility. Must demonstrate skill in local policy and practice development, procedures, and practice guidelines for the program. Must demonstrate skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program areas. Must be able to collaborate with internal and external partners to further program goals and enhance patient-centered care. Must be able to perform the full range of supervisory duties, including assigning work, evaluating performance, selecting staff, training staff, recommending awards or advancements, and taking disciplinary action when appropriate. Must be able to oversee fiscal matters for supervised functions, including fund controls, contracts, equipment expenditures, forecasting resource needs, and administering allocated budgets. Must understand organizational structure and its impact on program operations. This vacancy was announced above the full performance level at GS-13. Education: Master's degree in social work from a CSWE-accredited school is required. Education must be from an institution recognized by the U.S. Department of Education.
